India joins strategic partnership focused on securing semiconductor and AI ecosystem through trusted international collaboration
A United States-led initiative called Pax Silica is emerging as a new framework aimed at strengthening global technology supply chains, particularly in semiconductors and artificial intelligence. The initiative brings together a group of partner nations to address vulnerabilities exposed by recent global disruptions and to build a more secure and resilient technology ecosystem for the future.
Semiconductors, which power everything from smartphones to household appliances, depend on a highly interconnected global production system. For decades, this system was designed to maximize efficiency, with different stages such as raw material sourcing, chip design, manufacturing, and assembly spread across multiple countries. However, disruptions caused by the COVID-19 pandemic and rising geopolitical tensions have revealed the fragility of this model, where a disruption in one region can have cascading effects across industries worldwide.
Pax Silica seeks to respond to these challenges by shifting the focus from cost efficiency to resilience and trust-based collaboration. Rather than concentrating only on semiconductor production, the initiative covers the broader technology value chain, often described as the “minerals-to-models” ecosystem. This includes critical minerals, manufacturing processes, chip design, data infrastructure, and artificial intelligence systems, reflecting the increasing integration of hardware and software in modern technologies.
Experts describe Pax Silica as a framework for creating a “trusted zone” among participating countries. Within this system, allied nations would enable relatively free flow of resources, expertise, and technology, including minerals, energy, manufacturing capacity, intellectual property, and AI models. The goal is to ensure that no single country or external actor can exert undue influence over any part of the supply chain, thereby reducing strategic vulnerabilities.
The initiative also emphasizes diversification of capabilities across partner nations. By distributing production and expertise across multiple geographies, the system aims to ensure continuity even if one node faces disruption. This represents a significant shift from earlier models, where cost competitiveness often determined supply chain decisions. Under Pax Silica, trust and reliability are expected to become key determinants in technology partnerships.
India joined the Pax Silica initiative in February 2026, marking a notable step in expanding U.S.-India cooperation in critical and emerging technologies under the TRUST framework. India’s participation reflects its growing importance in the global technology ecosystem, particularly in semiconductor design and software capabilities. The country hosts a significant share of global chip design talent and serves as a major hub for design centres of leading international semiconductor companies in cities such as Bengaluru, Hyderabad, and Noida.
Beyond chip design, India contributes to other layers of the technology stack, including enterprise AI integration and a large domestic market that supports scaling of digital technologies. This complementarity between U.S. technological leadership and India’s talent and market capabilities is seen as a key strength of the partnership.
The Pax Silica initiative comes at a time when countries around the world are increasingly prioritizing secure and resilient supply chains for critical technologies. As semiconductors and artificial intelligence become central to economic growth, innovation, and national security, ensuring stability in their production and distribution is gaining strategic importance.
For India, participation in Pax Silica could enhance its role in global technology networks, attract investments, and support domestic capability building in high-tech sectors. More broadly, the initiative signals a shift towards collaborative, trust-based frameworks that aim to balance innovation with resilience in an increasingly uncertain global environment.
